Alnylam steps up lobbying as Medicare drug pricing fight intensifies

Alnylam Pharmaceuticals (ALNY) is lobbying Washington on Medicare home infusion coverage, implementation of the Inflation Reduction Act, most-favored-nation drug pricing and pharmaceutical supply chain tariffs, as Congress and the administration weigh policies that could reshape prescription drug coverage and pricing.

The company's in-house third-quarter lobbying report listed $470,000 in expenditures for the period from July 1 to Sept. 30, up $20,000, or 4.4 per cent, from the second quarter and $80,000, or 20.5 per cent, from the same quarter of 2025. Five outside firms also reported lobbying income from Alnylam: SplitOak Strategies and Todd Strategy Group each reported $60,000, Tiber Creek Group reported $60,000, LMH Strategic Solutions reported $50,000 and Capitol Counsel reported $30,000. Together the five firms reported $260,000, bringing Alnylam's combined third-quarter total across all six registrants to $730,000.

The in-house filing named three lobbyists: Deirdre Parsons, vice-president of public policy and government relations, and directors of government relations Curtis Rhyne and Maggie Herman. Rhyne previously spent about 11 years and nine months working in Republican House offices, while Herman served in the offices of Rep. Mikie Sherrill, a New Jersey Democrat, and former Rep. Dan Kildee, a Michigan Democrat.

Among the measures identified in Alnylam's disclosures is H.R. 4993, the Joe Fiandra Access to Home Infusion Act of 2025, which the committee ordered reported by a 41-0 vote in December 2025. Provisions associated with the bill were later included in H.R. 7148, which became Public Law 119-75 on Feb. 3.

The company also lobbied on H.R. 1672, the Maintaining Investments in New Innovation Act, introduced in February 2025 by Rep. Don Davis, a North Carolina Democrat. The bill would lengthen the period before certain genetically targeted drugs become eligible for Medicare price negotiation under the IRA, requiring that qualifying products have been approved for at least 11 years, rather than the seven-year threshold generally applied to small-molecule drugs. It was referred to the House Energy and Commerce and Ways and Means committees, and the legislative record shows no subsequent committee action or Senate companion.

Seven other organizations lobbied on the bill: Public Citizen, the ALS Association, Novartis (NVS), Ionis Pharmaceuticals (IONS), Mended Hearts, Novartis Corp and Genentech. They span drugmakers, patient advocacy groups and consumer advocates whose interests in Medicare price negotiation may differ, and their appearance in lobbying disclosures does not by itself show whether each supports or opposes the legislation.

On most-favored-nation pricing, President Donald Trump issued an executive order in May 2025 directing federal agencies to pursue a policy tying certain US drug prices to the lower prices paid in other countries. A White House fact sheet in December 2025 described subsequent steps to implement it. A proclamation on April 2 set tariff treatment for imported pharmaceuticals, including a stated 100 per cent duty on certain patented products, with effective dates and exceptions varying by category.

Stephen Ubl, president and chief executive of the Pharmaceutical Research and Manufacturers of America, argued in a published opinion piece that linking US prices to those abroad could reduce investment in pharmaceutical research and limit patient access to new treatments. PhRMA has also cited a February 2025 analysis by the Information Technology and Innovation Foundation, which argued that Europe's smaller share of global biopharmaceutical research and development was associated with drug price controls.

Alnylam's in-house lobbying spending has risen from $390,000 in the fourth quarter of 2025 to $470,000 in the latest quarter. Its third-quarter 2023 filing also listed Medicare home infusion coverage and IRA implementation among its lobbying issues.
